Blu-Ray has a 'stronger' encryption system which supposedly also
allows for replacing the encryption keys, there are quite a few
encryption keys known and if I'm not mistaken vlc starting verion 2
supports blu-ray and hd-dvd.
However the heavier encryption does mean that decrypting in software
instead of leveraging the hardware requires much beefier hardware.

Did you honestly expect the MPAA to learn from it's mistakes?
They did reduce the amount of regions a bit:

> 3. Are Blu-Ray burners available today for reasonable prices?
define reasonable, an internal Blu-Ray drive costs several times the
price of a DVD drive but prices have dropped a lot, in Israel a quick
check shows you can get them for under 500NIS these days.

It seems programs exist to do it....

Don't have it myself so can't tell you, barely ever burn a CD so don't
see a reason to swicth to Blu-Ray.
If you intend to use it for long term backup please be aware that
optical media deteriorates over time, so you either need to verify the
data periodically or re-burn periodically.
