Amnir's bins for newspaper recycling are scattered around RBSA -

Ela handles recycling of deposit bottles on behalf of the bottle companies
They have a centre in the industrial area where you can return deposit 
bottles and get your money for them

For non-deposit bottles (plastic, I assume, although it doesn't say) 
there are some new bins set into the pavement (I'm British, work out 
what I mean) here and there, one I know of is in the shopping area just 
across from the road down to Ramat Shilo.

While there aren't bins for this stuff here in Beit Shemesh I will add 
information about recycling of electronic equipment (and other things) 
in case it interests anyone:

Also a "community" search for Recycling on www.shemesh.co.il returns 
"Jerusalem Municipality Recycling Center" which handles some other 
things too.
