[RBS] Driving licence info and help

I am trying to get my UK driving licence changed to and Israel one.  Can
anyone please recommend a reliable, honest and English speaking driving
instructor?
Also, by law do I need to have a lesson or can I just do the test? How much
should it cost and are there any other costs that are hidden?
