Does anyone know:
On an arnona bill what is the difference between "megurim" and "nefesh" with 
regards to how  many people live in the home?   Our  arnona bill has both 
with different numbers listed for each, they are written next to each other 
in the upper left area where it is supposed to say how many occupants there 
are . Which is the  number of people who live in the home and use water?

I went to the arnona office but the line was too long to wait to find out.
