[RBS] More questions re H2O??

Thanks for your help


Regarding the decrease in water bill with increase in family size, does 
this mean
1) the family is entitled to more water without being taxed?
2) the family pays less overall because more people are using water in 
that household?
3)  the bill  is reduced retroactively or only when the Irya is advised?
4) finally, how can we clarify if there is anybody in the RBS Matnas  
who deals with this? (ie.office times)
