[RBS] info on tax-break for cars this year?

Posting for a friend:
I wanted to get some information about bringing in cars tax-free to Israel this year. We had heard something about this, that it is in effect until May 2010 and I wanted to get some clear information from someone who actually did this. What is the process like? Is it really a complete tax-break? How do you register your car in Israel?
