[RBS] Vaad Habayit post office box

Does anyone know how to go about setting up an account in the post office (or even the bank) for Vaad Bayit. Does it cost money to open an account. How does the post office or bank know it is for Vaad Habayit.  Can people do Horaat Keva

Or alternatively, what do people do for their vaad bayit.
