[RBS] Update on Tze'ilim lights

The latest update on the lights are that the kablan who did the damage
took the electric box for repair about 2 weeks ago and hasn't brought
it back yet (it's not a small fix - more like tens of thousands of
shekel).
Everybody is pressuring the kablan, including the lead electrician of
BS, head of the Shefa department, Misrad Hashikun (who has supposedly
stopped paying him) and even the mayor.  All seemingly to no avail.

Once it's back - it should take 2-5 days to install.
