In RBS, the fastest reliable tashtit from Bezeq is 4 Mega, if you are doing simple internet access.  If you are doing VOIP, then your 4 Mega line might not provide reliable enough service, and you might need to try a slighly slower speed (2.5 or 3).

If you have a 5 Mega Bezeq tashtit, then the line goes up and down, and you end up with much slower speed for internet browsing.  For VOIP, 5 Mega will cause your calls to drop all the time.

Make sure the speed you buy from ISP provider matches the Bezeq tashtit speed.

The NGN is only available in several neighborhoods in Jerusalem.  The earliest it will be available outside Jerusalem will be the end of 2010.  Don't hold your breath for Beit Shemesh getting this any time soon, as this is a small-potatoes market.

Thought HOT may claim to provide fast service, the aggregate customers much more aggressively than Bezeq, so actual speeds you get go up and down wildly at HOT (the speed each person gets depends on how many people are logged in at one time within a neighborhood/city)

If you need faster than 4 Mega service in Bezeq, you can get it!  But it costs ALOT (about 10x the retail internet service, and you need a special modem which will cost >$1000, and you must make 2 year commitment).  Call Efrat Networks if you need that.  Their service is excellent for specialty network needs.
