1. You can check http://speedtest.bezeq.co.il/index.html to test your
internet speed.
2. Hot reps told me a few months ago that they would be upgrading the
infrastructure during the next few months.  So it is possible.

For the last 5-6 days, HOT has been performing at full speed (for me 5 mb).
Has anyone in RBS-land had similar experiences?
