[RBS] arnona office hours and contact number

Does anybody know the days/hours for the arnona office at the matnas?  Also, 
does anybody out there have expertise in arnona issues, or a contact number 
for somebody I can call to ask questions about the arnona?  Hebrew-speaking 
okay (as long as they are moderately patient).  Yes, I know there's a number 
you can call for the Iriya, but I was not successful in getting a human to 
talk to me.  Thanks, Judie
