[RBS] Seeking Driving Ticket Advice

I recv'd in the mail a ticket for driving without an Israeli Liscence in 2005. It was my understanding that Olim even back then had 1yr to ascertain an Israeli liscence. I was unaware that i was even issued a ticket and only recently recieved in the mail the ticket with a fine in addition to the unpaid ticket totaling almost NIS1,000. Does anyone know absolutely the law back then and or how to fight this or atleat bring the ticket cost down?
