[RBS] Block reps for Lema'an Achai

Lema'an Achai is looking for volunteers to be "Block
Captains/Representatives" for monthly and throughout the year activities.

We 'd like volunteers for 2 different jobs:
1.  to actively go round collecting from all apartments in your building
2.  to be a drop-off address to receive money from donators in your building
