I saw a man who fit the bill this morning and called the police - they came,
but apparently he checked out because they didn't apprehend him.  He did
knock on several neighbors' doors, though.

He tried to walk into my house as well, I am sure it's the same guy,  last
summer, tools in hand.  Thank G-d my dog went nuts and he left.  My door was
latched at the top, but he turned the knob and tried to walk in after I
didn't reply to his knocking.   He is very persistent in trying to get you
to allow him to clean your yard if you do answer the door,  offers a really
low price, but according to neighbors  he seems  to be  just scouting out
the area once allowed in to the garden.   If he comes near your area please
do not hire him .  We as a neighborhood all told him we did not need his
services and we have hardly seen him around here since.

HE walked in to the house we are painting  looking around
  This happened at about 12 noon.  Please be aware that there is an Arab
walking around with garden tools in his hand.  He is about 5'6" tall and is
chubby.  He is knocking on doors asking for work as a gardner.  We think he
is a scout because when he walked out of Luz 18 he started making phone
calls and he refused to give his tudat zehut.  If you see him, please call
the police again. 

They police were called but we are not sure if they caught him.
