You have a couple of options:
1. Buy them on eBay - cheaper - but usually no Hebrew support
2. In Jlm - on Agripas - opposite Binyan clal there are a number of stores
that sell a wide selection of unlocked phones. We actually just bought one
there.
3. You can get a used one from Yad2.co.il
