You can email the form that is found on the web site for the Mevaker
Hamedina, http://mevaker.gov.il/serve/site/english/eombudsman_complaint.asp
and attach a scanned copy of your bill.  When you do so, you can also send a
copy of the email directly to Klemo Buznach, who heads the Agaf Hachinuch in
Bet Shemesh.  His contact info is below.
