[RBS] notarized documents with an official seal at a US consulate or US Embassy - how to?

My parents need notarized documents with an official seal at a US consulate or 
US Embassy office in order to reactivate a US bank account - any suggestions of 
how to go about it?  My Parents are old and frail!
Really appreciate any helpful advice.
