[RBS] misrad klita

Has anyone SUCCESSFULLY received the 90 percent tuition coverage from the Misrad 
HaKlita? The benefit is supposedly available to new olim who have been in the 
country less than 10 years.

If you have be SUCCESSFULL in receiving the funds, can you please give me 
advise. I've been getting the run around for several weeks.
