[RBS] Ladies Fashionable Size 11&1/2-12 shoes or size 42-43?

Anyone know where to find size Ladies fashionable 11, 11&1/2 to size 12 shoes? or size 42 or 43 shoes in Beit Shemesh or JM or Tel Aviv, for a 20 year old young lady? Maybe even, (am i dreaming) affordable?
If not, how does one measure their foot in order to order online?
