heres what would solve the parking problem at the mercaz.
the problem is not only rental companies, but also store owners, kupat
cholim workers or others who arrive early in the morning and leave
their cars in the best spots all day.
there is no law that rental companies cant leave their cars in these
spaces, and it is impossible to otherwise enforce.
THEREFORE
have the irya install machines all over the place, you park and take a
ticket and put it in your window giving you 2 hours free parking.
thats about enough time for most people.
if one knows one will be longer then one could have the option of
paying for longer.
added to that there needs to be some area nearby where time remains
unlimited for those that need it, but not right outside yesh or shefa
where it is needed most.
