[RBS] Renewal of US Passports

For Israeli residents that renewed their US passports in Israel:

1.  Can I renew my US passport in Tel Aviv or Jerusalem?  Which is preferred?
2.  Is it recommended to hand deliver the application?
3.  What is the cost for having the renewed passport returned via courier?  Can this be done both from Tel Aviv and Jerusalem?
