I'd like to recommend Ophir the hairdresser for young children's haircuts. 

 

Ophir has a car on a stand which the kid sits in while his/her hair is
getting cut.  Best of all each kid gets a prize after the haircut.

 

Ophir is very patient and great with kids, and I really recommend him
highly.

 

His salon is at the corner of Rehov Sinai and Rehov Gilad (extension of
Herzel), Migdal Hamayim, and believe me it is worth shlepping there to get
to him!
