[RBS] Building Permits?

[Lichtenstein]

Does anyone have any leads as to how or who can get the iriyah to give an
ishur for shiputzim???  We are hitting brick walls at every turn.  The
Iriyah is being very stubborn and will not give ishurim to build.  HELP.
ANYONE.????
