[RBS] Update+Request: "Mem-3" decisions & continued efforts to correct mistakes in RBS-Gimmel-2

Dear All,

First a summary/status-update... with a request below

Last Pesach a number of people spearheaded objections to numerous
planning faults for the 3 new projects in the RBS-A and RBS-G areas.

1. Mem-3: South side of Hayarkon project for 2,000 people
2. RBS-G2: Extension of the current RBS-Gimmel building for >10,000 people
3. Mishkafayim: Housing between Yarden and Route #10 for 4,000 people

Mem-3, a fairly "small" project, had about 350 families that objected,
mostly from the Yarkon, Luz & Tamar area.  About 20 families
contributed to the cause, along with financial support from "Forum
Shemesh Yehuda".  We hired a lawyer to compile and present a list of
faults with requests for them to be corrected.  Although very few
faults were corrected (see end of email), I view each correction as a
step in the right direction.  This helps us all build a better Israel.
 I believe it also helps the Building Committees put out better plans
in the future.

RBS-G2, is a much larger project with 1,800 units planned.  Over 1,500
objections were collected from the R/BS areas and another few thousand
from the Mateh Yehuda region.  A much larger amount of money was
collected and a much more thorough case was presented to the
government, explaining what needs to be corrected.  Here also though,
only a small amount of objections were accepted.  However, the list of
faults are *SO* long, and the affect they will have on our whole area
is *SO* great, that it has been decided to continue the fight to the
next level in court.

Mishkafayim, is a project of about 650 units and only at the last
minute were objections submitted by less than 10 families.  We just
received the decisions back from the Planning Council and they are
being evaluated.

Now for the request ...

With less than NIS 10K, we mounted a tiny battle to correct the faults of Mem-3.
RBS-G2, will have a much greater impact on all of us and requires much
more money as we are pushing forward to stop the building via a court
injunction until the planning faults are corrected.  Issues at stake
are: transportation, traffic, commercial areas, schools, environment,
mikvaot/shuls, archeology, education and lots others.

If you can contribute any amount for this - please let me know.
It would be amazing if we could get at least NIS 50-100 from 100 RBS families.
I can either pick up the money from your house, or you can drop it in my mailbox
at Luz 18/2.  Checks should be made out to "Forum Shemesh Yehuda".

Although the Mem-3 decisions listed below show some "victories" -
almost all were written in a way that leaves a way for the Iriya to
"get around them".
I.e. Almost none are "strictly" enforceable and therefore require
the residents to keep watch and bug the Iriya when necessary.

1. The Planning Council emphasized and encouraged the Iriya to
allocate more buildings for "Public Use"..
2. The Planning Council strongly urged the Iriya to add more
commercial areas and stressed how important it is to build the City
Center (Ma'ar), due to the serious lack of commercially zoned areas in RBS.
3. The Planning Council decided the Iriya must add a Mikva.
4. The Iriya is also called upon to build the parks and open spaces at
the *same* time as the residences.  For public buildings and the new
roads, the Iriya was asked to do it "as quickly as possible".
5. No building height increases or unit increases will be allowed by
the Iriya, it must be approved first by the Regional Council.
6. No Occupancy Permits will be allowed until Route #10, including the
Route #38 junction, is completed as well as the beginning of Route
#38's expansion.
7. The Iriya has been told to "correlate" their Building Permits, with
the building of Route #6 (the extension of Yarden into the valley on
the east side of Mem-3).
8. The Iriya was given given clear instructions that the building
should occur from *within* Mem-3 (and not from Yarkon).  Furthermore,
the whole length of Yarkon should first be fenced off.
