[RBS] TV License advice needed

Can anyone advise me whether you still have to pay for a TV licence if you have no channels on your TV (not even 1 and 2) but use the TV for watching DVDs?How does one go about letting Agaf HaGvia of Reshut Hashidur know? I have tried calling the telephone number on the back of the bills to speak to a human to no avail.
