[RBS] irs form8833

We made aliyah Dec 2010, and started taking Social Security benefits. We understand that per the US-Israel Tax Treaty, the payments are not taxable and one has to file IRS Form 8833 to avoid the tax.
Anyone with experience with this form?
Also, would US Military pensions also be exempted?
Any information would be greatly appreciated.Thanks,
