we absolutely do NOT refrain from saying the bracha of shehe'hiyanu in the
omer - that is relevant in  the three weeks (17th tammuz to 9th av), for
ashkenazim only

there is a lot of confusion about the rules  of sefira vs the three weeks
and the nine days.
i strongly recommend that people take the time to open a mishna berura or
 shulhan aruch  and research both subjects
and BEH by the time we get to the three weeks, all thsoe issues wont; be
relevant anyhow

NB: Rav Chaim David HaLevi ZTL wrote that the period of sefirat ha'omer
was, as you quoted the arizal as saying, a hol hamoed period til shavuot
(atzeret, like shemini atzeret for sukkot).  With the destruction of the
beit hamikdash, it became a time of mourning.  With the establishment of
the State of Israel, it is becoming a  happy time again, as Hashem
placed the miracles of Hok Hashvut (and the many other miracles of 5 Iyar,
5708) and the miraculous victory and redemption of much of Eretz Yisrael of
the week of 28th Iyar  into this period.
