[RBS] Need help getting kid into Gan Safa

I'm posting for a young couple in RBS   who are getting the run around
trying to get their child into gan safa.   The child really needs the
special gan, but b/c they were given misinformation, they had one of the
"ivchunim" done by the "wrong doctor" and now the gan saffa "people" are
telling them it is too late to redo the ivchun and  get him in, even though
they had the ivchun done at the right time originally.  Anyone out there
have any connections (I think it's called protectsia) or know how to play
the system to help get this child the help he needs?
