[RBS] Bet Shemesh parking ticket experience?

We got a notice in the mail this month that back in Nov. we parked
illegally.  Does anyone know the legality of these notices.  We had no idea
about this parking violation because we never saw any notice on our car.  Is
that an old fashioned way of giving out parking tickets that is outdated and
we just didn't know about it?  If anyone has any knowledge in this, we'd
love to be in the know!
