[RBS] Tax on importing celphone

Does anyone know if I purchase a cellphone (for under $100) on ebay and they ship it here, will I be charged duty/taxes/import fees or any sort of fees when I pick it up from the post office.
I seem to remember reading that they were removing the tax for purchasing cellphones from abroad?
