[RBS] Paper recycling bins - who's in charge?

Many of the bins in our area are always overflowing with papers and rather
than help clean the environment, they are an eye-sore, with garbage strewn
everywhere.
 They either have to empty them more often, or add an additional bin next
to those that are more than full when they come to pick them up.
 The answer is not to find another more emptier bin nearby.  Most of those
nearby are also overflowing and not everyone is able to do that.
 Is there a local person who is in contact with the company who provides
these bins?
 Does anyone know how to contact them?
