[RBS] Car inspection in Jerusalem and more Qs

Hi,
Does anyone know of a good mechanic or garage in Jerusalem to inspect the condition of a second hand car.
I may be buying a car in Jerusalem and would like to have it checked out before purchase.
As well, what are the steps involved in buying a used car in Israel.
Inspection? test? registration? How and when to pay?
