Big feet, big problem, but I heard of a place called 
Ben Yishai on the third floor of the TA main bus statation which has an amazing selection of large size ladies shoes up to even 45!

The best place to try is Klifa in JM corner of Rav Kook & Jaffa thay have been there for about 40 years & they have every thing

Affordable is questionable, but in bet is a shoe store called galit which has those sizes it is next to Nechama bakery on Yehuda hanasi

Naot factory in gush etzion. If you don't see it in your size or if you want to see if they have sug bet, ask at the desk. They go up to the main factory once a week to look for requests. 
Take their phone number to follow up. Before you go there to pick them up, ask them to chack the box to confirm that there is a right and left shoe and not two of the same kind. (That s from experience, luckily a friend who works there checked for me so no time was wasted)
