[RBS] mechas on exported goods

Can someone tell me, if one is exporting goods that value over $100 for a
business that is osek ptur does one need to fill out rishimon itzu (mechas
papers)?
Am I mixing apples and oranges? I was told at the mechas office that these
papers need to be filled out so that we aren't charged VAT later on, but if
I am exempt from VAT, why do I need to do this?
