may i humbly suggest that yous tart by approaching the local matnas, since
they are PAID to bring cultural events to the neighbourhood?

that said, you should also check with them what they are doing already.
 for instance, in august, there were performances there every week, comedy,
music....  Hardly a cultural wasteland.

of course, theses events were in Hebrew, as this is Israel.

I am sure that one can work together withe matnas staff to bring all types
of events.
and i am sure that olim will want to participate in Hebrew events,  when it
becomes "socially accepted" to do so.
