[RBS] Final email on neighborhood watch suggestion

Dear Neighbors,

The responses I have receive to my naive and uninformed olah chadasha / new
resident's suggestion to implement a neighborhood watch program have been
astonishing.

I would like to end my participation in this list with one clarification,
based on the information I now have available:

The Civil Defense / Mishmar Ezrachi is open to volunteers aged 17-55 and
its members receive weapons training and carry guns and function as
adjuncts to the armed police force.

In contrast, I suggested a neighborhood watch group modeled after Shomrim
in Baltimore.

Shomrim has no age restrictions for volunteers.
Shomrim members do not carry weapons.
Shomrim volunteers are assigned a three- or four-hour shift once every
several weeks (depending on the number of participants).
Shomrim volunteers drive slowly through assigned streets in the
neighborhood in cars with lighted Shomrim signs attached, or walk through
neighborhoods wearing fluorescent Shomrim vests, and the only tools they
use are walkie-talkies and cellphones. They don't get out of their cars;
they don't interact with anyone; they simply report to the police
suspicious activity and they act as a visible deterrent to anyone
considering criminal activity in the neighborhood.
