[RBS] Organizations to help: prevention of cruelty to animals in shelters/camps?

Does Israel have the equivalent of the British RSPCA (prevention of cruelty
to animals) or Humane Society in the US? . Or any organization that will
look into the welfare of the pets at a shelter or " camp" ? 
Does Israel have  laws against animal cruelty?   Anyone know any lawyers
that specialize in this area?
