[RBS] ordering smart phone from e-bay to Israel

My son wants to order a smart phone from E-Bay or Amazon.  If he has it sent
directly to Israel does anyone know what other charges he may incur?  Is
there VAT and Meches?  Or just one of them?  If so, how much?  Any info
appreciated.
