[RBS] need help dealing with Bezeq Bill

A friend of ours, who lives now in the US, received a outrageous bill
for a bezeq line that he had no idea was not cancelled.  The bill was
just for a line being open,not for any use.  It was sent to a
collection agency. The fees are now outrageous.
If anyone knows how to deal with this issue and is willing to help
out, please respond to me and I will pass on the info.
