[RBS] Pigeons

Hi, 

 

Im trying to find out if anyone has a clear cut answer about whether
pigeons, on the roof of a building, which is partly rechush meshutaf and
partly part of an individuals apartment, are the vaad bayits responsiblilty
to deal with, or the person who happens to be on the top floor of the
building. WE are talking about dead pigeons in the roof, pigeon lice getting
into that apartment, and overall grossness. I would really appreciate any
solid answers as to whose responsibility it is to deal with this. Thanks,
