Below is a summary of the information I received about my question.

Executive summary: Alot of Bet Shemesh residents are eligible for
commute subsidies, but you personally are not.

Just kidding; most residents are not eligible.

And the information I learned:
Some respondents said they receive subsidies. (Other respondents
asked to share the information with them.)

Giti Dror at the Education Department (Agaf Hachinuch) of the
Bet Shemesh  Iriyah deals with subsidies for commuting students.
Her number is 02-990-2114. Her hours: S-Th 8:30 - 3:30.

She says that eligibility for the subsidy is dependent on one of the
following three conditions being true:
a) student is enrolled in a special education program;
b) student is enrolled in a vocational school (Bet Sefer Miktzo'i);
c) student's family has economic difficulty paying for commute.

One lister wrote this:

What HAD been the case is that up to 2 years ago there was someone in the
Iriya with a loose signature who was giving ishurim like crazy.  Just around
the time I woke up to this deal (Sep. 2011), that person had been replaced
