[RBS] take your complaints higher

if you complain to an office, and they do nto respond or take your
complaint seriously, DONT STOP THERE
there is always someone higher up to complain to.
for instance, if the city doesn't do something they have to do, complain to
the mevaker of the city AND to the veada l'bikoret hamedina in the knesset

re letter writing, if a lot of people have the same complaint, i think it
is better to flood them with many letters, but when you go to the press,
then just send one letter with many signatures
