[RBS] Is VAT charged on international shipping fees too?

When importing packages it was my understanding that VAT is charged only if the package is $75 or under. Yes?

Also someone said to me that over $75 VAT is charged on the shipping fee as well.
Is that so?

Is it true that USPS is less expensive than UPS?

Any other advice on keeping fees down to import packages?
