[RBS] URGENT STEPS TO PREVENT DANGER IN NEW PLAYGROUNDS

there is no one at the iriya that they could tell you to call.
that is the sad truth
the other sad truth is that it is up to parents to raise their children to
be decent human beings, and the police cannot come and "arrest" every
teenager who is NOT a decent human being.
however, if one sees / suspects intentional harm, then one MUST call the
police, dial 100.
