[RBS] Libor rate question

Has anyone heard about any issues with the LIbor here in Israel? read below
, just got this from a friend in the US

 

 

I just saw an article that said that a Dutch bank will be paying $1 billion
in penalties for manipulating the Libor rate. This is the second bank to be
so punished; UBS Band was fined $1.5 billion.
