[RBS] looking for recommendation for a good camera

Hi
I am looking for a recommendation for a good family camera for under $100(i can order it in the USA).  What is important to me is the quality of the pictures(not blurry) and shutter time.  I don't know anything about cameras, so any positive experiences or suggestions would be appreciated.
