[RBS] mikva late-night fee

the decision to charge more for tevila after 9pm was made by the ministry
of religious affairs, and it applies everywhere in the country

supposedly, the rabbanut / RAM advertised this information , i know not
where.

i am researching  if the extra money goes to the balaniot, who are putting
in the extra hours (in winter months, they come at 4ish, missing supper
with their families, every night,..... while some could use more
sensitivity training, they do give a lot to the job)
