Maybe it's a matter of the permissions of the device files under /dev ? You 
can use "LD_PRELOAD=/usr/lib/libv4l/v4l1compat.so strace -e open skype" to see 
which devices are being accessed every time. Then you can add yourself to the 
group that contains them.

You can set up a script to run skype with this configuration automatically, 
and set up a desktop shortcut for it in your menus, desktop, panel, etc. If 
needed, you can have a SUID "script" to run skype, but I strongly recommend 
against running skype as root, because it's dangerous enough running as an 
underprivileged user.
