Hebrew in the terminal revisited

I simply cannot get an English UI in terminal programs and display of
Hebrew fonts together.

With LANG=en_IL.utf8:
$ sudo apt-get install ffmpeg
Reading package lists... Done
Building dependency tree
Reading state information... Done
ffmpeg is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 1 not upgraded.
$ ls
??????????.odt
????????
??????????????????
??????????


However, with LANG=he_IL.utf8:
karmic1 at kubuntu:~$ sudo apt-get install ffmpeg

Building dependency tree
Reading state information... Done
ffmpeg is already the newest version.
