The only relatively cheap one I know of is to get the 600 minutes to
any phone in Israel package as part of the Orange ISP deal. How you
can access without their router, I have no idea.
The problem is because when the "BEZEQ law" was passed it allowed for
a call termination fee of 55 ag, which set the per minute rate for
calls. After 10 years it set the rate to 5.5ag, but before the rate
was lowered all the cell companies complained and the MOC set the rate
(illegally, but no one complained) to 25ag.
